The effect of this deduction is to reduce his pension by a sum of Thirty-five pounds or thereby annually. On a previous occasion in 1912 when the question of exchange rates arose, the Memorialist's service under the Crown was treated as one continuous service; and he was under the impression that that ruling applied to the amount of pension as well as to the rate of exchange. If reference be again made to said Appendix, it will be observed that a period of five years is added on for pension purposes. This addition does not represent the five odd years' service in the Naval Yard but is an allowance granted to every Government servant after completing ten years' service in the Colony.
The age of compulsory retirement is now fixed at fifty-five years, but this rule is not rigidly adhered to. When the Memorialist joined the service, the age limit was sixty years. He is anxious to have his service extended to August, 1926, and would respectfully point out that during his long period of thirty-four years' service, he has only had three home leaves of absence as follows, viz:-
In 1906 - 6 months on half pay
In 1913 - 10 months on half pay
In 1921 - 4 months on full pay
At present, he is on five months' full pay leave pending discharge.
The Memorialist therefore humbly prays,-
That his whole service under the Crown in Hong Kong be treated as one continuous service, and his pension allocated and allowed on that footing; and
That in the circumstances set forth, he be continued in the service until August, 1926.
